Exhaust noise laws vary widely. Most states use the SAE J1169 stationary test with dB limits between 80-95 dB. A few states have no specific dB limit and enforce "modified exhaust" subjectively. California is strictest; some Midwestern states have no limit at all.
How exhaust noise is measured
SAE J1169 is a stationary test: microphone 20 inches from the tailpipe at a 45-degree angle, engine held at three-quarters of redline RPM. The maximum reading during a 5-second sweep is the legal value. Most jurisdictions also allow a roadside "objectively loud" subjective citation.
For reference: stock cars measure 70-85 dB stationary, aftermarket cat-backs 85-95 dB, race-style straight pipes 100-110+ dB.
